Warum macht man beim 1.Satz ein ? und beim 2. Satz nicht? Oder gehört beim 2. Satz auch ein ? ans Satzende?

Beide Sätze hören sich falsch an. Versuche stattdessen lieber, eine zusammenhängende Einleitung zu schreiben, z.B. so:
Tourism is one of the largest and fastest-growing industries in the world, generating billions of dollars and millions of jobs every year. However, tourism also has significant environmental impacts, such as greenhouse gas emissions, habitat destruction, water pollution and waste generation. These impacts threaten the natural environment and the well-being of future generations. Therefore, it is important for tourists to be aware of and responsible for their travel choices and actions. One way to achieve this is by practicing sustainable tourism, which is a form of tourism that aims to minimize the negative environmental and social impacts of travel, while maximizing the positive ones. Das ist natürlich nur ein Beispiel und passt vermutlich nicht genau zu deinem Essay, aber du verstehst, was ich meine, oder?
Um auch deine Frage zu beantworten: Der 1. Satz endet mit einer direkten Frage ("Is sustainable tourism the answer?"), deshalb kommt da ein Fragezeichen.
