Da fehlt das Verb. 'watching' ist nur ein Gerundium. Um ein Verb zu werden, benötigt es das Hilfsverb 'is'. Ohne Verb ist es kein Satz.
Als Bildunterschrift wäre es das denkbar.
Ein vollständiger Aussagesatz wäre:
Balou is watching TV.

es ist kein Satz. Es fehlt das Prädikat. Da steht nur Balou beim Fernsehkucken.
Plus: nach der Beantwortung den Fragentext zu ändern ist schofel. Da stand vorher "Balou watching TV".
Gerund ist "watching" hier keins. Es ist ein "present participle".
Gerund und Present Participle haben nur dieselbe Form.
He is watching TV. (present participle)
He enjoys eatching TV. (gerund)
