Wuthering Waves, kann mir das jmd erklären?

Also ich bin jetzt Allianzstufe 39, und meine Datenbank habe ich auf Level 18 hochgestuft jetzt steht dass ich bei Bossen eine 90 Prozentige Chance habe, ein Echo zu bekommen, aber es passiert voll oft dass ich keines bekomme?! Habe ich einfach nur Pech oder verstehe ich diesen Prozentwert einfach falsch?
