Ich wollte fragen ob das Nokia 3310 offiziell als ein Handy zählt.

Das zählt nicht nur zu Handy, sondern das ist ein Handy.
Was heute Handy genannt wird, ist eigentlich ein Smartphone.
Mein altes Motorola D1 Club ist auch ein Handy.
